The right school is one that will help you focus on accomplishing these goals, whether by providing a supportive advisor to help you along the way or giving you the tools to work things out on your own depending on your planning style. Perhaps you don't have a goal yet. You don't know what you want to do. The perfect school would be flexible enough for you to experiment in different fields, and find out what your goals are. You are looking at schools to further your education and have more opportunities to accomplish certain goals. The best advice I can give is to visit the school you are thinking of attending and make sure that you can see yourself there. If you aren't able to envision yourself at that school in a way that will make you feel comfortable or in a way that will allow you to make a difference, that school may not be the right one for you! There is a place for everyone, and when you finally do find the right place for you, get involved! College is the best way to make a difference and to express yourself, and is one of the best opportunities you will ever have to make yourself heard.
