The Leonard C. Ball and James H. Bell Scholarship Fund was established to honor the late Leonard Ball, the first executive director of CBTU and the top aide to AFSCME International Secretary Treasurer William Lucy, and the late Jim Bell, president of the New York Chapter of the Coalition of Black Trade Unionists and a major force in the city politics of New York City.
