In order to qualify, students must meet the following criteria:
  1. This award is for international and U.S. students.
  2. Must be the child, spouse or financial dependent of a deceased or severely and permanently disabled victim of the Sept. 11, 2001, terrorist attacks on the United States or the subsequent rescue and recovery operation (this includes victims at the WTC, Pentagon or on flights 11, 77, 93 or 175) OR; be a survivor of the terrorist attacks who is severely and permanently disabled as a result of injuries sustained in the attacks or rescue and recovery operations.
  3. Must plan to study at an approved postsecondary institution in New York State.
  4. Must enroll as a full-time student.
  5. Must be a high school graduate or older.

Description: This award is available to U.S. undergraduate students who are families and financial dependents of innocent victims who died or were severely and permanently disabled as a result of the September 11, 2001 terrorist attacks on the United States of America and the resulting rescue and recovery efforts. Students must be attending or planning to attend an eligible postsecondary institution in New York.

Additional Information: The NYS World Trade Center Memorial Scholarship guarantees access to a college education for the families and financial dependents of innocent victims who died or were severely and permanently disabled as a result of the September 11, 2001 terrorist attacks on the United States of America and the resulting rescue and recovery efforts. Students must be matriculated in an approved program of study and be in good academic standing and not be in default on a student loan guaranteed by HESC or on any repayment of state awards.

Applications are available online from the New York State Higher Education Service Corporation (HESC) website. To apply, students must complete the NYS World Trade Center Memorial Scholarship Web Supplement. Be sure to print the Web Supplement confirmation, sign it, and submit it, along with the required documentation, according to the instructions. In addition to a complete application, current New York State residents must also complete the Free Application for Federal Student Aid (FAFSA) and TAP on the Web application. FAFSA and TAP applications and instructions are available at www.HESC.org. Applicants who are not residents of New York State must contact the HESC Scholarship Unit at 1-888-697-4372 to request a scholarship and grant Payment Application. The FAFSA and TAP should be completed as soon as possible after January 1st. The TAP application deadline is June 30 of the academic year for which aid is sought.
