Number of Awards & Eligibility: The number of awards offered varies annually based on available funding.
In order to qualify, students must meet the following criteria:
  1. This award is for U.S. students.
  2. Must be a U.S. citizen or eligible non-citizen.
  3. Must be a permanent New Jersey resident for at least 12 consecutive months immediately prior to receiving the award.
  4. Must plan to enroll full time in an approved degree or certificate program.
  5. Must rank in the top five percent of his/her graduating class as of the end of his/her junior year of high school.
  6. Must have a grade point average of 3.0 or higher as of the end of his/her junior year of high school.
  7. Must plan to attend an approved New Jersey college or university. A list of approved institutions is available at www.njgrants.org.
  8. Must reside in one of the following New Jersey communities at the time of high school nomination: Asbury Park City; Camden City; Irvrington Township; East Orange City; Jersey City; Millville City; Plainfield City; Lakewood Township; City of Newark; New Brunswick City; Paterson City; Roselle Borough; City of Trenton; Vineland City.

Description: This scholarship is available for New Jersey high school seniors who reside in designated high-need communities and plan to attend an eligible New Jersey institution. Students must rank in the top 5 percent of their high school class and have a grade point average of 3.0 or higher; students must also demonstrate financial need as calculated by HESAA.

Application requirements for the NJ Governor’s Urban Scholarship Program are:

Additional Information: The information on the student's FAFSA is used to calculate a New Jersey Eligibility Index (NJEI) which determines his/her financial eligibility for this award. Students with an NJEI below 10,500 qualify. The student's NJEI can be found on his/her Student Eligibility Notice (SEN) sent to him/her by HESAA when his/her state grant record is complete. The financial information reported on the student's application is subject to verification. Should changes in the student's information result in an NJEI exceeding 10,499, he/she will no longer qualify for the Governor's Urban Scholarship. Male award recipients will be required to demonstrate compliance with the federal Military Selective Service Act.

Award Amount: The value of the award is subject to annual state appropriations. HESAA will notify the recipient if the amount of his/her award changes. After classes start, HESAA will send half of the student's total annual award to his/her college/university. This payment is made after HESAA receives confirmation of the student's enrollment. In most cases, the school will defer payment of the amount of the award on the student's term bill. If the student's term bill does not reflect the award, he/she should contact the school. Awards may be renewed if the student meets the following criteria: file a FAFSA and the state grant application by the established state deadlines; enroll at an eligible New Jersey institution and receive payment; demonstrate financial aid (NJEI below 10,500); continue full-time matriculated enrollment; and maintain satisfactory academic progress. Eligibility is limited to five semesters of payment at a two-year institution and eight semesters of payment at a four-year institution. Eligibility is limited to 10 semesters of payment for a bona fide five-year degree program that requires five years of undergraduate study.  The total dollars awarded for this scholarship is $965.
