Number of Awards & Eligibility: Approximately 4,500 awards offered annually.
In order to qualify, students must meet the following criteria:
  1. This award is for U.S. students.
  2. Must be a resident of Wisconsin.
  3. Must be classified as a non-traditional or educationally disadvantaged student. To be considered a non-traditional or educationally disadvantaged student, the student must meet one of the following conditions: be African American, Hispanic (defined as a person of any race whose ancestors originated in Mexico, Puerto Rico, Cuba, Central America or South America or whose culture or origin is Spanish), Southeast Asian (defined as a person who is admitted to the United States after Dec. 31, 1975, and who either is a former citizen of Laos, Vietnam or Cambodia or whose ancestor was or is a citizen of Laos, Vietnam or Cambodia - this definition includes Hmong), or Native American; be enrolled or planning to enroll in a special academic support program due to insufficient academic preparation; be a first-generation postsecondary student (neither parent graduated from a college or university); be handicapped according to the Department of Workforce Development, Division of Vocational Rehabilitation (DVR) or the Special Needs or Disabilities Office on Wisconsin college or university campuses which use the Americans with Disabilities Act definition; be currently or formerly incarcerated in a correctional institution; have an environmental or academic background that deters his/her pursuit of educational plans.
  4. Must be a U.S. citizen or eligible non-citizen.
  5. Must demonstrate financial need. To meet this requirement, the student must meet one of the following conditions: be a dependent student whose expected parent contribution is $200 or less; be an independent student whose academic year contribution is $200 or less; be a dependent student whose family is receiving TANF or W2 benefits; be an independent student who is receiving TANF or W2 benefits; be a dependent student whose parent(s) are ineligible for unemployment compensation and has/have no current income from employment; or be an independent student (and spouse, if married) who is/are ineligible for unemployment compensation and has/have no current income from employment.
  6. Must be a graduating high school senior or first-time freshman.
  7. Must enroll at least part time.
  8. Must attend an eligible college or university in WI.

Description: This award is available for U.S. high school students who are residents of Wisconsin and planning to attend an in-state or eligible out-of-state public or independent postsecondary institution. Students must be first-time freshman, demonstrate financial need, and come from a non-traditional or educationally disadvantaged background.

Application requirements for the Wisconsin Talent Incentive Program (TIP) Grant are:

Additional Information: The Talent Incentive Program (TIP) Grant provides grant assistance to the most financially needy and educationally disadvantaged Wisconsin resident students attending colleges and universities in the State of Wisconsin. First-time freshmen students are nominated for the TIP Grant by the school financial aid offices or by counselors of the Wisconsin Educational Opportunity Programs (WEOP). To continue to receive the TIP Grant, students must be enrolled consecutive terms and continue to show financial need. Eligibility cannot exceed ten semesters. Funding for the TIP Grant is provided by both the State of Wisconsin and the Federal Government.

Award Amount: Initial awards range from $600 to $1,800, renewable with a $250 minimum continuing awards for a total of five years (10 semesters). Award amounts may vary and are set annually by the Wisconsin Higher Educational Aids Board (HEAB).  The total dollars awarded for this scholarship is $9,000.
