Number of Awards & Eligibility: Two awards offered annually, one for the University of Delaware and one for Delaware State University.
In order to qualify, students must meet the following criteria:
  1. This award is for U.S. students.
  2. Must be a legal resident of Delaware.
  3. Must be ranked in the upper half of his/her high school class.
  4. Must have an combined SAT score of 1000 or higher.
  5. Must enroll at the University of Delaware or Delaware State University.
  6. Must major in the humanities or social sciences. Preference will be given to political science majors.
  7. Must enroll full time.
  8. Must be a U.S. citizen or an eligible non-citizen.
  9. Must be a high school senior at time of application.

Description: This award is available for current high school seniors who are U.S. citizens and residents of Delaware. Applicant must plan to enroll full time at the University of Delaware or Delaware State University and plan to major in the humanities or social sciences.

Additional Information: The Charles L. Hebner Memorial Scholarship is a state program, administered by the Delaware Department of Education Higher Education Office, created in honor of the former Speaker of the State House of Representatives, Charles L. Hebner.

Award Amount: The award amount is for the cost of full tuition, fees, room and board, and books for eligible students who are enrolled at either the University of Delaware or Delaware State University. The 2020-2021 cost of attendance for the University of Delaware is approximately $30,922 for instate, and out of state $52,352. The 2020-2021 cost of attendance for Delaware State University is approximately $9,138 for in state, and $19,060 for out of state.All awards are renewable for up to three additional years, as long as the student maintains a grade point average of 3.0 or higher.  The total dollars awarded for this scholarship is $142,824.
