Established by The Columbian newspaper of Vancouver, Wash., where Reid Blackburn, 27, was a photographer until his death. He died in 1980 while on assignment covering the eruption of Mt. St. Helens. All applicants must provide evidence of academic ability and financial need, including their grade point average as an indication that they can successfully complete college studies.
