Number of Awards & Eligibility: The number of awards offered varies annually. In 2013, there were 11,234 Minnesota residents enrolled at North Dakota institutions under this agreement.
In order to qualify, students must meet the following criteria:
  1. This award is for U.S. students.
  2. Must be a resident of Minnesota.
  3. Must plan to attend an eligible North Dakota public college or university.
  4. Must be an incoming or current undergraduate or graduate student.
  5. Must be a U.S. citizen or permanent resident.

Description: This program is open to Minnesota undergraduate and graduate students who are planning to attend a public college or university in North Dakota. The program allows students to pay a reduced tuition cost.

Additional Information: Minnesota has agreements with neighboring states to provide lower tuition for Minnesota residents to attend public colleges and universities in those states. This is called reciprocity. Typically, non-resident admission fees and tuition are reduced (or eliminated). If the student is a Minnesota resident, he/she is eligible for reciprocity if he/she attends any North Dakota public college or university. If the student is a North Dakota resident, he/she is eligible if he/she attends any Minnesota public college or university. Effective fall 2006, first-time enrollment in some professional programs may be limited or excluded, although some professional programs may still voluntarily offer lower tuition rates to students from a neighboring state outside of the formal reciprocity agreement.

Award Amount: This award provides reduced out-of-state tuition options at an eligible North Dakota public college or university. A student attending North Dakota State University or the University of North Dakota pays approximately the same tuition as if he/she were attending Minnesota State University. For a student attending another North Dakota public four-year school, tuition will be slightly higher than the North Dakota resident rate. A student attending a North Dakota public two-year school pays approximately the same tuition as if he/she were attending a Minnesota community or technical college. Reciprocity benefits will be automatically renewed each year providing the student continues to attend an eligible institution and earned credits in the previous 12 months from the same school.  The total dollars awarded for this scholarship is $5,430.
