High school seniors with a grade point average of 3.2 or higher who are residents of Wheeler, Roberts, Gray, Hemphill, Ochiltree, or Limpscomb counties are eligible for this award. Students must enroll full time in an agriculture degree at Clarendon College, Oklahoma Panhandle State University, West Texas A&M University, or Texas Tech University. Human Science students must enroll full time at Texas Tech University. Students attending Amarillo College or Frank Phillips College must enroll full time.

Students must have been in the custody of the Department of Human Services for nine or more months between the ages of 16 and 18, and must be 21 or younger at time of application.
