In order to qualify, students must meet the following criteria:
  1. This award is for U.S. students.
  2. Must be a U.S. citizen or an eligible non-citizen.
  3. Must be a full-time student (12 or more hours per semester).
  4. Must be a resident of Texas.
  5. Must have an overall unweighted high school grade point average of 3.0 or higher on a 4.0 scale (current college students must have a cumulative grade point average of 2.5 or higher) OR have an SAT score of 900 or higher OR have an ACT score of 21 or higher.
  6. Must attend or plan to attend a four-year Texas public college or university.
  7. Must be a high school senior or a current undergraduate student.
  8. Must declare an intent to seek a baccalaureate degree in civil engineering or a department-approved operational business discipline. Please note: Dual majors are not eligible.
  9. Must be considered economically disadvantaged based on federal poverty guidelines (see the Texas Department of Transportation website for details).

Description: This scholarship is available for Texas high school seniors and undergraduate students who are economically disadvantaged and are majoring in civil engineering or a department-approved operational business major. Students must have a grade point average of 3.0 (2.5 if currently in college) or higher, or an SAT score of 900 or higher or an ACT score of 21 or higher if applying as a high school senior.

Application requirements for the Conditional Grant Program are:

Additional Information: All students must contact their intended college/university's financial aid office to obtain a 'Financial Assistance Form' (FAF). The FAF must be completed by the parent and/or student and submitted to the college/university's financial aid office each year. The financial aid office processes each student's fees and determines their individual financial need amount. If the student does not submit a FAF or the information is incomplete or inaccurate, this will delay the student receiving grant funds. Students must work for the Texas Department of Transportation for a minimum of two years immediately following graduation. If students do not graduate, do not maintain an overall (cumulative) 2.5 grade point average, drop out of school, change their major to a non-approved field of study, or do not work for the Texas Department of Transportation for the required time period, the recipient must repay the full amount of the grant expended. If during the freshman year, the student is unable to meet the program requirements, or chooses to leave the program before entering his/her sophomore year, with the approval of the program administrator, he/she may do so without being penalized.

Award Amount: Up to $3,000 a semester or $6,000 annually, renewable until completion of an undergraduate degree. The grant amount is the sum of the certified tuition and fees each semester plus a stipend based upon the student's documented financial need.  The total dollars awarded for this scholarship is $24,000.

Applications are available on the Texas Department of Transportation (DOT) website or by contacting the Texas DOT. In addition to a completed application, the student must submit an official high school transcript and an official college transcript (if a current college student). High school students must also supply their SAT/ACT scores by April 1. All applicants must submit a typed, one-page double-spaced essay explaining how they would benefit from receiving this grant and why they wish to obtain a college education. The essay should be on the front side only of 8 1/2" by 11" white paper with 1" margins. The student's name and Social Security number should appear in the upper right corner of the essay. Students must also submit a copy of the previous or current year's federal income tax return which indicates his/her filing status. Students should note that one section of the application must be completed by the appropriate school official (adviser, counselor, registrar, etc.). The application must also be signed and notarized. The application and all accompanying materials must be sent by mail to the address provided and be received by 5:00 p.m. CST on the deadline date.
