The Pennsylvania State Grant Program, administered by the Pennsylvania Higher Education Assistance Agency (PHEAA), provides grants to eligible Pennsylvania residents who are in need of financial aid to attend a PHEAA-approved postsecondary institution. Recipients must be undergraduate students who have not received a first bachelor’s degree and who enroll in a program of study that is at least two academic years in length. A student’s need is calculated by subtracting the Expected Family contribution (EFC) and any calculated Federal Pell Grant from the total allowable educational costs (limited to $32,000). The result is the student’s need. Students must demonstrate financial need and have an EFC of $5,081 or lower, as determined by completing the FAFSA. Applicants who are veterans of the U.S. Armed Services are automatically assigned an EFC and Federal Pell Grant amount of zero.
