Number of Awards & Eligibility: One award offered annually.
In order to qualify, students must meet the following criteria:
  1. This award is for U.S. students.
  2. Must plan to enroll at Delaware State University.
  3. Must be a legal resident of Delaware.
  4. Must plan to enroll full time.
  5. Must be a U.S. citizen or eligible non-citizen.
  6. Must have a combined SAT score of 1000 or higher.
  7. Must rank in the upper half (top 50 percent) of his/her high school class.
  8. Must be a graduating high school senior at time of application.

In order to qualify, students must meet the following criteria:

Description: This award is available to Delaware high school seniors who are planning to enroll full time at Delaware State University. The student must have a combined SAT score of 1000 or higher and rank in the top half of his/her high school class.

Additional Information: This scholarship was established in honor of the first African-American State Senator in Delaware.

Award Amount: The award amount is for the cost of full tuition, fees, room and board, and books at Delaware State University. The 2015-2016 cost of attendance is approximately $20,056. Detailed information is available online at www.desu.edu/financial-aid/tuition-and-fees. Awards are renewable for up to three additional years by maintaining full-time enrollment with a grade point average of 3.0 or higher.  The total dollars awarded for this scholarship is $80,224.

Applications are available at the Delaware Higher Education Office (DHEO) website. Most DHEO programs will require the student to submit additional documents including an unofficial transcript, SAT scores, and updated college enrollment information by the scholarship deadline. Students should follow the instructions in the Common Merit Application carefully. Each student must also file the FAFSA (Free Application for Federal Student Aid) prior to the application deadline date. The FAFSA is available online at www.fafsa.ed.gov, at high school guidance offices, and in college financial aid offices. The Common Merit Application must be submitted by 4:30 p.m. on March 4.
