Number of Awards & Eligibility: Approximately 70 awards offered annually.
In order to qualify, students must meet the following criteria:
  1. This award is for U.S. students.
  2. Must enroll full time (12 or more credit hours).
  3. Must be matriculated in an approved program of study at an approved postsecondary institution in New York state.
  4. Must be a child, spouse, or financial dependent of a New York police officer, peace officer, firefighter, volunteer firefighter, or emergency medical service worker who died as the result of injuries sustained in the line of duty.
  5. Must be a U.S. citizen.
  6. Must be a high school graduate or older.

In order to qualify, students must meet the following criteria:

Description: This award is available to U.S. undergraduate students who are children, spouses and financial dependents of deceased firefighters, volunteer firefighters, police officers, peace officers*, and emergency medical service workers who have died as the result of injuries sustained in the line of duty in service to the State of New York. Students must be attending or planning to attend an eligible postsecondary institution in New York.

Additional Information: Eligible students must be matriculated in an approved program of study and be in good academic standing and not be in default on a student loan guaranteed by HESC or on any repayment of state awards.

Award Amount: Based on the 2015-16 academic year, the maximum total annual award for students living on campus is $22,483; the maximum total annual award for total annual award for commuter students is $15,037. The award covers up to four years of full-time undergraduate study (or five years in an approved five-year bachelor's degree program). Receipt of other grants and scholarships may reduce the MSRS award. The total of all aid received cannot be greater than the student's Title IV cost of attendance.  The total dollars awarded for this scholarship is $22,483.

Applications are available from the New York State Higher Education Service Corporation (HESC) website. To apply, the student must first complete the NYS Memorial Scholarship Web Supplement. Be sure to print the Web Supplement confirmation, sign it, and submit it, along with the required documentation, according to the instructions. Once the application is submitted and eligibility is established, New York State resident students must request payment by completing the Free Application for Federal Student Aid (FAFSA) and Tuition Assistance Program (TAP) on the Web application. FAFSA and TAP applications and instructions are available at www.HESC.org. Students who are not residents of New York State must contact the HESC Scholarship Unit at 1-888-697-4372 to request a scholarship and grant Payment Application.The FAFSA and TAP must be completed as soon as possible after January 1st and before June 30 of the academic year for which for which aid is sought.
