Number of Awards & Eligibility: The number of awards offered varies annually. In the most recent for which data is available, there were 303 awards disbursed.
In order to qualify, students must meet the following criteria:
  1. This award is for U.S. students.
  2. Must be a Utah resident.
  3. Must plan to enroll in courses leading to a degree in teacher certification.
  4. Must be enrolled full time.
  5. Must be a U.S. citizen.
  6. Must attend a public or private Utah postsecondary institution.
  7. Must be a graduating high school senior or a high school junior who will have completed the requirements for an Early Graduation Program (including the ACT), during the current fiscal year OR, a current college student. Please note: Very few college awards are given.

Description: This tuition waiver program is available for Utah students who are high school seniors; high school juniors who will have completed the requirements for an Early Graduation Program, including the ACT, during the current fiscal year; or current undergraduate students. Students must attend a Utah postsecondary institution and plan to enroll in courses leading to a degree in teacher certification.

Additional Information: In an effort to assist aspiring teachers, the State Board of Regents and the state of Utah created the Terrel H. Bell Teaching Incentive Loan Program (TIL) to provide financial assistance to outstanding students who are pursuing degrees in teaching education. Selection is based on high school grade point average, ACT or SAT scores, ethnicity, intended teaching field, teaching-related experience, and an explanatory essay. TIL recipients will be required to complete an educator preparation program and teach in Utah public schools for a term equal to the number of years for which the loan was received. To qualify for a Utah Educator License, a recipient must receive a cleared background/fingerprint check at the time of licensing AND have a visa or citizenship status that will allow the recipient to be employed in the United States. If a recipient does not complete the degree or decides not to repay through teaching in a Utah public school, that recipient will be required to repay all TIL monies received.

Award Amount: The TIL provides a wavier of tuition and fees at the Utah public institutions and $995.00 per semester at private institutions. The award is to be used for a period not exceeding eight semesters.  The total dollars awarded for this scholarship is $4,815.

Applications are available online from the Utah State Office of Education (USOE) website. The application process varies depending on whether the applicant is a high school student or a current college student. High school seniors and early graduating juniors should apply via the application posted on the USOE website. The student should consult with his/her high school counselor to complete the application materials. The following materials must be submitted with the application: an official high school transcript with grade point average; official ACT and/or SAT score report(s); and a personal motivation essay of one page or less. Only original applications with signature will be accepted. Students currently enrolled in college must apply through their institution's office of financial aid. Such students should inquire at their financial aid office for more information. All application materials must be submitted to the USOE on or before 5:00 p.m. on the deadline date.
