Number of Awards & Eligibility: 10 awards offered annually.
In order to qualify, students must meet the following criteria:
  1. This award is for international and U.S. students.
  2. Must be in 9th-12th grades in the upcoming fall semester. Rising juniors will be given preference.
  3. Must be willing to attend the Four Star Leadership Program in Edmond, Oklahoma, in order to be qualified for scholarships.

Description: These scholarships are available to students who are selected to attend the annual Four Star Leadership Program; there will be 50 students selected nationwide. International and U.S. high school students may apply; students who will be juniors in the upcoming fall term are given preference.

Additional Information: The Four Star Leadership Program with General Tommy Franks is a world-class summer leadership program that allows 50 of the top high school students in the U.S. to have a face-to-face experience with national and international leaders. The National Center for Policy Analysis, Oklahoma Christian University, the Oklahoma Council of Public Affairs, and the General Tommy Franks Leadership Institute & Museum are partnering to create this opportunity for the next generation of leaders. Students receive the same policy briefings world leaders receive and then are challenged to address those issues individually in a persuasive speech and editorial, and collaboratively in a Student Congress format. The program includes teambuilding exercises, spontaneous problem solving and coaching in persuasive speaking and writing. This year's program will be on dates TBA on the Oklahoma Christian University campus in Edmond, Oklahoma. Free travel, room, and board are provided to all attendees. Please note: All students who successfully complete the Four Star Leadership Program will be eligible for one of three full-tuition scholarships to the University of Texas at Arlington.

Award Amount: Awards are given as follows: $3,000, first place persuasive speech; $1,000, second place persuasive speech; $3,000, first place op-ed writing; $1,000, second place op-ed writing; $3,000, first place Four Star Leader; $1,000, second place Four Star Leader; $1,500, first place Ethics Bowl; $1,200, second place Ethics Bowl; $800, third place Ethics Bowl; and $500, fourth place Ethics Bowl. All first-place recipients will also receive a $1,000 donation to their schools.  The total dollars awarded for this scholarship is $1,600.

Applications are available online on the Four Star Leadership website by clicking on the appropriate link. Please note: Students must be selected to attend the Four Star Leadership Program to be eligible for scholarships. As part of the application, the student must provide short answers to questions regarding his/her leadership and service experience. The student must also provide contact information for a school official that will serve as a reference for him/her. Applications without an associated recommendation cannot be considered. After submitting the application, the student will be asked to provide a photograph. All application materials must be submitted by 5:00 p.m. on the deadline date. There will be 70 finalists chosen, and a phone interview will be conducted with each. The 50 attendees (and 3 alternates) will be announced in late May.
