In order to qualify, students must meet the following criteria:
  1. This award is for U.S. students.
  2. Must be a legal U.S. resident.
  3. Must be a member of the armed forces of the United States or state organized militia who became severely and permanently disabled as a result of injury or illness suffered or incurred in a combat theater or combat zone; or during military training operations in preparation for duty in a combat theater or combat zone of operations.
  4. Must be a resident of New York.
  5. Must plan to study at an approved postsecondary institution in the state of New York.
  6. Must be a high school graduate or older.
  7. Must enroll full time (12 or more credits per semester).

Students must be attending or planning to attend an eligible postsecondary institution in New York.

Additional Information: The Military Service Recognition Scholarship (MSRS) provides financial aid to children, spouses and financial dependents of members of the armed forces of the United States or state organized militia who, at any time on or after Aug. 2, 1990, while New York State residents, died or is severely and permanently disabled while engaged in hostilities or training for hostilities. Eligible students must be matriculated in an approved program of study and be in good academic standing and not be in default on a student loan guaranteed by HESC or on any repayment of state awards.

Award Amount: Based on the 2013-14 academic year, the maximum total annual award for students living on campus is $21,250; the maximum total annual award for total annual award for commuter students is $14,120. The award covers up to four years of full-time undergraduate study (or five years in an approved five-year bachelor's degree program).Receipt of other grants and scholarships may reduce the MSRS award. The total of all aid received cannot be greater than the student's Title IV cost of attendance.  The total dollars awarded for this scholarship is $1,000.

Applications are available online from the New York State Higher Education Service Corporation (HESC) website. To apply, the student must first complete the Military Service Recognition Scholarship Web Supplement. Be sure to print the Web Supplement confirmation, sign it, and submit it, along with the required documentation, according to the instructions. Once the application is submitted and eligibility is established, New York State resident students must request payment by completing the Free Application for Federal Student Aid (FAFSA) and Tuition Assistance Program (TAP) on the Web application. FAFSA and TAP applications and instructions are available at www.HESC.org. Students who are not residents of New York State must contact the HESC Scholarship Unit at 1-888-697-4372 to request a scholarship and grant Payment Application. The FAFSA should be submitted as soon as possible after January 1st each year. The TAP application deadline is June 30 of the academic year for which aid is sought.
