The TIL provides a wavier of tuition and fees at the Utah public institutions and $995.00 per semester at private institutions. The award is to be used for a period not exceeding eight semesters.

In an effort to assist aspiring teachers, the State Board of Regents and the state of Utah created the Terrel H. Bell Teaching Incentive Loan Program (TIL) to provide financial assistance to outstanding students who are pursuing degrees in teaching education. Selection is based on high school grade point average, ACT or SAT scores, ethnicity, intended teaching field, teaching-related experience, and an explanatory essay. TIL recipients will be required to complete an educator preparation program and teach in Utah public schools for a term equal to the number of years for which the loan was received. To qualify for a Utah Educator License, a recipient must receive a cleared background/fingerprint check at the time of licensing AND have a visa or citizenship status that will allow the recipient to be employed in the United States. If a recipient does not complete the degree or decides not to repay through teaching in a Utah public school, that recipient will be required to repay all TIL monies received.
