Number of Awards & Eligibility: The number of awards offered varies annually.
In order to qualify, students must meet the following criteria:
  1. Must be a resident of Iowa.
  2. Must meet one of the following criteria: be/have turned 18 or age out of court ordered foster care and custody of the Iowa Department of Human Services, Iowa Juvenile Court Services, Iowa state training school; be/have turned 18 or age out of court ordered foster care and custody of the Iowa Department of Human Services or Iowa Juvenile Court Services and order to live with a relative or suitable person; have been in Iowa foster care and was legally adopted after the age of 16; be currently or previously under Juvenile Court order to reside at the State Training School or Iowa Juvenile Home until the age of 18 and will be under the age of 23 as of July 1.
  3. This award is for U.S students.
  4. Must enroll at a postsecondary institution in Iowa.
  5. Must be 18 to 23 years of age. Age of student will be determined by the student's age as of July 1 each year. Students are eligible to receive the grant until the maximum age of 24.
  6. Must be a U.S. citizen or permanent resident.

Additional Information: The All Iowa Opportunity Foster Care Grant is a statewide program assisting Iowa residents who were previously adjudicated in the Iowa foster care system.

Award Amount: Grant amounts vary and usually range from $2,442 to $8,815 per year. Students may reapply each year they are eligible. This grant can be used for any college expenses including tuition, fees, books and supplies, dorms and off-campus housing, meal plans, transportation and personal living expenses.  The total dollars awarded for this scholarship is $2,445.

Applications are available online at the Iowa College Student Aid Commission (ICSAC) website. Applications will be available Jan. 1 through Dec. 1. To apply, students must complete both the Iowa Financial Aid Application and the Free Application for Federal Student Aid (FAFSA). The FAFSA is available online at www.fafsa.ed.gov, at high school guidance offices, and in college financial aid offices. Student must apply no later than the deadline date.
