One award offered annually. An alternate will also be selected. If the winner is not able to take advantage of the scholarship, the award will be forfeited and awarded to an alternate.
The Miller/Vicars Scholarship Fund was established in 2003 at East Tennessee Foundation by friends and family of J.C. 'Rip' Miller, and John Vicars. The scholarship is named to honor these two leaders who placed a high value on encouraging others. They both served the community as lifelong coaches and educators. The recipient must be a graduating senior in Scott County, Virginia (Gate City High School, Rye Cove High School, or Twin Springs High School). The recipient should show a significant degree of financial need. Factors to be considered by the selection committee, in order of importance, will be: financial need; general aptitude for advanced educational work; evidence of participation in and service to community; and school activities.
