Number of Awards & Eligibility: The William Randolph Hearst Foundation will award 104 scholarships each year. Two students from each state, the District of Columbia and the Department of Defense Education Activity, and a first and second alternate from each state, the District of Columbia and the Department of Defense Education Activity, will be selected by the office of the chief state or district school officer.
In order to qualify, students must meet the following criteria:
  1. This award is for U.S. students.
  2. Must be a high school junior or senior at time of application. Please note: A student who graduates high school at the close of the fall 2018 semester/quarter is not eligible to apply for the program.
  3. Must be currently serving as an elected student body participant in any one of the following student government, civic, or educational organizations: student body president, vice president, secretary or treasurer; student council representative; or student representative elected or selected (selected by a panel, commission or board) to a district, regional, or state-level civic or educational organization.
  4. Must be a resident of one of the 50 United States, including the District of Columbia.
  5. Must currently be enrolled in a public or private secondary school located in the state (including for these purposes the District of Columbia) in which either one of the student's parents or guardians legally resides. A student attending a school which is located in a state other than the state of legal residence of either one of his/her parents or guardians is not eligible.
  6. Must be a permanent resident of the United States.

Description: This award is available to U.S. high school juniors and seniors serving as elected student body participants in a selected student government, civic, or educational organization. Selection will be based on outstanding ability and demonstrated qualities of leadership.

Additional Information: The U.S. Senate Youth Program, established in 1962 by the U.S. Senate resolution and sponsored by the William Randolph Hearst Foundation, will be held in Washington, D.C., during Washington Week from March 2nd through 9th, 2019. Selected students will spend a week in Washington experiencing their national government in action, and will each be awarded a college scholarship for undergraduate studies. To qualify for the scholarship, selected students must participate in the U.S. Senate Youth Program during Washington Week. If a selected student is unable to participate, merits of his/her reasons will be considered by the program director relative to scholarship awards. The foundation will pay all expenses for Washington Week, including transportation, hotel and meals. If the primary delegate is unable to attend Washington Week, the foundation must be notified in advance. Appropriate disposition of scholarship funds will be determined by the program director. Selection will be based on the outstanding ability and demonstrated qualities of leadership as elected or selected high school student officers of the 2018-2019 school year. In addition, a program examination, prepared each year by a distinguished professor of political science, will be provided for the selection process. Please note: Previous delegates to the U.S. Senate Youth Program are not eligible to apply.

Award Amount: $5,000 annually, non-renewable. To obtain scholarship funds each selected student must, within two years after high school graduation, enroll at an accredited U.S. college or university, pledging to include courses in government or related subjects to his/her undergraduate program. Each selected student must complete the U.S. Senate Youth Program Application for Grant of Scholarship form, have it signed by the dean of admissions or registrar, affixed with the college or university's official seal, and have it forwarded to the foundation. The $5,000 scholarship check, when received by the school, is to be designated for the specified student's educational expenses within a four-year period. Funds may be expended for tuition, enrollment and other fees and charges, or room and board provided or approved by the school.  The total dollars awarded for this scholarship is $5,000.
