It would have to be administration. They are too quick to get you out of their office.
At my school, it is sometimes very difficult to get questions answered. Many of the departments are not responsive to students seeking help. I wish the faculty would have more patience with confused students, and instead of trying to answer their questions as quickly as possible, would attempt to answer questions to the best of their abilities.
I can't stand that so many people see community college as a place where only high school drop outs go. I am a very smart student who was put in a situation where I could not attend the school I went to first semester, and I needed to transfer home for second semester. When I realized that I needed to move home, this school was the only place I could get into when I applied on January 2nd.
My school has a lot of communication issues amongst the administration. It takes a lot of investigation to figure out things like transfer requirements, financial aid, class schedules, honors programs, athletic involvement, extra-curricular involvement, etc. Most college students don't have the time, energy, resources, or aptitude to be Sherlock Holmes when it comes to their education, so a lot of times it feels like you're just left hanging as a student. Finding answers is can be a lot more difficult than it should at my school.
