Number of Awards & Eligibility: From the pool of valid applications accepted, the THECB will select up to 10 students per eligible country, plus 35 students from a Latin American country designated by the United States Department of State. In the event any nation fails to have 10 students available and qualified for scholarships or if the designated country fails to have 35 such students, the Board may allocate such unused scholarships as determined appropriate, with priority being given to students from Mexico, except that the total of all scholarships shall not exceed 235 in a year.
In order to qualify, students must meet the following criteria:
  1. This award is for international students.
  2. Must be a bona fide native born citizen and resident of a nation in the western hemisphere other than Cuba or the United States. Students must intend to return to their country upon completion of their program of study.
  3. Must attend a public college or university in Texas.
  4. Must be a high school senior or currently enrolled college student.

Additional Information: The purpose of this program is to provide assistance for tuition to students from other nations of the Western Hemisphere (other than Cuba).

Award Amount: The award covers the cost of one year of tuition (fall, spring, and summer) and is non-renewable. Students may reapply. Please note: The Texas legislature has passed a bill that adds a grade point average requirement for persons to receive continuation awards through the program. The bill also adds a limit to the total number of hours that a student may take and continue to receive aid through this program. This change goes into effect in fall 2014. The student should contact his/her institution for additional information.  The total dollars awarded for this scholarship is $34,791.

Scholarship information is available by clicking on the "Waiver Programs" link on the Texas Higher Education Coordinating Board (THECB) website. Applications are available from the financial aid offices and/or the international student affairs offices of participating colleges and universities in Texas. Each participating institution may require students to submit additional forms before eligibility can be determined. Each eligible student must contact his/her institution for additional details on how to apply. Students must apply directly through one of the participating institutions. The institution will nominate and submit recommendation forms for eligible applicants to the THECB. The deadline for participating institutions to submit student recommendation forms is March 15 of each year.
