Entries are first submitted to the Veterans of Foreign Wars (VFW) Auxiliary Patriotic Art Chairman for initial judging at the local level. The first-place winner of each Auxiliary will be sent to the Department Chairman for judging at the department level. (Students whose districts are holding a district contest will be judged at the district level before the department level.) The first-place winner from each department (51 in total, one from each state and the District of Columbia) will then be sent to the National Headquarters for judging at the national level. Only national winners will receive scholarships. Each entry will be judged on the originality of concept, presentation, and patriotism expressed; the content of how it relates to patriotism and the clarity of ideas; the design technique and total impact of work; and the uniqueness. Eligible students must attend school in the same state as the Veterans of Foreign Wars (VFW) Auxiliary unit that sponsors him/her. Home-schooled students are eligible; foreign exchange students are not. Past national winners are ineligible to compete again.
