The scholarship program consists of the following: free tuition at NPS for the two-year master's degree program (worth approximately $75,000); a salary of approximately $32,000 per year while enrolled in the program; and placement in a summer internship program.

The selection committee is most interested in applications with aptitude, but may have little or no computer science background, and the desire to work for the Federal Government in an Information Assurance related position. Aptitude will be based on the entire package submitted by the applicant. Qualified applicants must also meet the following requirements: not be employed by the U.S. armed forces at time of application, meet criteria for federal employment, and be able to obtain a security clearance. After completion of the SFS program, students must seek full-time, paid civilian positions with the federal government where they will work for a minimum of two full years. If the student does not fulfill the service agreement, he/she must repay a prorated amount equivalent to the length of the period not served. For example, if the student received funds for two years and serves for one-and-a-half years, he/she must repay 25 percent of the funds received.
